REQUIREMENT REQUEST: A one-line statement that briefly describes the requirement.
CAPABILITY DEFICIENCY STATEMENT:: What is the capability deficiency that has led to the requirement? That is, what is the problem that needs to be resolved? Why does the requirement exist? Is it a response to a new policy, a new tasking, a changing threat, safety issues, obsolescence, and/or increased operating costs? Use mission/operational terms to describe it, if appropriate. If possible, the deficiency should be described in both quantitative and qualitative terms. Care should be taken to express the problem as a capability deficiency rather than a specific equipment deficiency since the solution may not be found simply in the purchase of equipment but may be achieved through improved procedures or trg or other means.
CHARACTERICTICS OF THE SOLUTION: Include as much detail as possible to describe the requirement. Avoid identifying a specific solution but do include who (individual, group, system) needs what, (information, data, support, etc?) where (physical location, geographic, deployed, mobile, etc..) and when (at what time of day, or week, how often and for how long, etc?). Finally, why should also be included (policy changes as above, or efficiency, or obsolescence, operations, etc?) Use qualitative and quantitative terms where appropriate but do not identify a specific solution. The College technical team should be able to consider the problem and identify possible solutions.
EXPECTED OUTCOMES/BENEFITS: Resolving the deficiency/requirement will provide what benefits to the user.
IMPACT OF MAINTAINING STATUS QUO: What are the consequences of not taking action? Are there any negative impacts to uses. If so, describe.
ASSUMPTIONS: State any assumptions that may influence the resolution of the deficiency.
CONSTRAINTS: Describe the constraints influencing the resolution of the deficiency (Legislative, Security, Safety, Environmental, Policy, Privacy, Standards, Interoperability).
PRIORITY: High, Medium or low and provide some justification.
LIST OF IDENTIFIED STAKEHOLDERS: Indicate the user/group(s) that will be impacted by these requirements.
